One in 3 in Tokyo flout 'see-through' refuse rule |

TOKYO — About a third of Tokyo residents flouted the city’s new rule on see-through garbage bags yesterday, but collectors took their rubbish to the tip anyway.
The controversial rule requires people to dispose of their household rubbish in transparent bags so that the authorities and others can see if they are separating recyclable material.
But rubbish collectors, on the morning that the rule came into effect, reported a mixed response with roughly two-thirds of garbage on the streets in regulation semi-transparent bags, and the rest in cardboard boxes and black plastic sacks. The city government announced the rules early last year, later making a series of retreats as confused residents came out in opposition, especially to an aborted proposal that they write their names on the bags. — Reuter
